REGULATIONS OF THE FEDERATION
1§ THE NAME AND PLACE OF THE FEDERATION
The name of the Association in finish is “Suomen Monikulttuurinen Liikuntaliitto ry”, josta käytetään lyhennettä FiMu ry.
The name of the Association is Finnish Multicultural Sports Federation, FiMu registered organisation.
In International contacts, FiMu registered organisation is used.
In these regulations FiMu is used.
FiMu is based in Helsinki.
2§ AIM OF THE FEDERATION
The aim of FiMu is to promote and develop multicultural sport sevices, and to work with other member organisations which are also working with multicultural sport activities.
The basis of FiMu’s activity is sports’ ethical values and fair play principles. The activity tries to promote equality between the sexes.
3§ FULFILMENT OF AIM
FiMu carries out it’s aim
1. by arranging training- and coaching activities
2. promoting the establishment of new associations, which are interested in multicultural sports and also by supporting the efficiency of the associations’ activities.
3. taking care of the development of the activities of it’s member associations
4. planning, developing and strengthening the regulations of it’s field (competition, classification, badges of merit- and the regulations)
5. supervising the observance of the rules and solving their violations and differences of opinion.
6. guiding and supervising competitve activities of member associations in Finland and outsite and arranging competitions and festivals if needed
7. doing cooperative works with specific national federations and other interested associations
8. taking care of publication ja media-information
9. practise research-,information-, and publication activities
To support it’s activities FiMu can
procure and sell sports equipments
own real-estates
arrange collection of money and selling of lotteries
accept gifts and wills
organise chargeable sports’ events
maintain different projects
4§ FiMu’s MEMBERSHIP
FiMu’s board decides about joining other organisations and separation from them. FiMu is a member of Finnish Sports Federation ( SLU ).
5§ FiMu’s MEMBERS
Registered organisations which have the intention of promoting and developing multicultural sports activities and are obliged to observe FiMu’s regulations can join FiMu. Other registered collective bodies can also become members of FiMu if only the organisation has the intention of doing multicultural tolerance works. FiMu’s board meeting accepts members throught written application.
FiMu’s meeting can, on proposal of the Board, invite people of special merits to become honorary presidents. The Board can invite persons of merit to become honorary members.
FiMu can collect fees from joining members- and membership fees from it’s acual members. The sum of the fees is determined during the FiMu’s autumn meeting. Fees will not be collected from honorary presidents and honorary members.
6§ OBLIGATION OF ANTiDOPING ACTIVITY
FiMu and it’s members are obliged to observe Finnish antidoping Committee’s doping regulations and through that, International Olympic Committee’s, international federations’ antidoping rules, including European Union’s antidoping general agreement, antidoping agreement of nordic countries, and also all international antidoping agreements which have been signed by Finland.
7§ SEPARATION FROM FiMu AND OTHER DISCIPLINARY ACTIVITIES
A member can leave FiMu by written letter to the Board, president or by information during the fedeation’s annual meeting. Separation will take effect at the end of the calendar year in which the separation notice has been announced. If a member association dissolves, it will be separated from FiMu. Depending on the situation of the member association, some form of desciplinary action can be decided in the framework of the rgualtions of the federation.
The Board of the federation can separate a member, who does not carry out his duties according to the regulations or takes part in activities not in conformity with the intentions or activities of FiMu. The board can also decide the suspension of a member from FiMu’s activities for a determined period. Loss of right to compete, penalty or warning is decided by the Board in accordance with disciplinary actions as laid down during the federarion’s annual meeting. The Board can take away from a member the right to vote, if the member did not pay the membership fee before the date of paymemt expires.
The Board can also decide all actions relating to suspension from competition or warning of a member association according to the principles laid down by the Board’s disciplinary instructions, if the member (of the member association), during sports has lost the ethical values of sports or fair-play principles.
The decision will take effect immediately and to the information of the officials fife days after the final dicision has been sent through a registerd letter. A complaint can be made to the Board and to the sports protection committee if that has been separatedly regulated.
8§ FiMu’s BOARD
FiMu’s decision-making is the Board.
FiMu’s executive power is the Board.
9§ FiMu’s SIGNATURE RIGHTS
The president, the vice-president and the secretary/treasurer (two together) have signature rights.
10§ ACTIVITY AND FINANCIAL YEAR
FiMu’s activity and financial year is one calendar year.
Balancing of accounts together with the necessary ducuments and the Board’s yearly report should be given to the auditors three weeks before the annual meeting. The auditors should give a written statement to the Board two weeks before the annual meeting.
11§ FiMu’s MEETINGS
The annual annual meetings of FiMu will be held on the days stipulated by the Board. The spring meeting is before the 15th of May and the autumn meeting before the 15th of December.
During the spring meeting decision will be taken about FiMu’s balance of accounts and the Board’s yearly report, together with the presentation of the auditors’ statement. Also confirmation of regulations concerning competition and other possible rules.
During the autumn meeting, decision will be taken about new board-members, the confirmation of FiMu’s activites and budget together with the election of auditors. Other matters for the meeting should be forwarded for the information of the Board sixty days before the autumn meeting.
Each official member association has two voting powers during the annual meeting. Only one member can represent with power of attorney.
Additional meeting can be held by the invitation of the Board or when this has been dicided upon during the annual meeting or when, at least one tenth of the federation’s voting powers has, for some reasons, sends a written letter to the Board. The meeting should be held within one month from the day of receipt of the letter.
The decision of the meeting is formed by more than half of the casted votes. Individual votes will be considered closed votes. Elections will be decided by majority votes. If their will be only one nomenee, he/she should obtain more than half of the casted votes. In case of tied votes, decision will be by lottory. In other circumstances, the motion, which is supported by the president, wins.
12§ BOARD OF THE FEDERATION
Members of the Board of the Federation are the president, the vice-president, and fife other members together with two vice-members, whose activity is for one year.
The Board meets on the invitation of the president or in his official absence, the vice-president. The board meeting is decision-making, when the president or in his official absence, the vice-president and at least half of the board-members are present.
The result of the meeting will be the motion, which gets over half of the casted votes. In election, the nominee who gets more votes wins. In case of tied votes, dicision will be by lottory. In other circumstances, the motion, which is supported by the president wins.
Duties of the Board:
· to take care of FiMu’s affairs in accordance with laws, rules and dicisions laid down during the annual meeting.
· to represent the federation
· to choose FiMu’s representatives for other collective bodies
· to call and arrange FiMu’s meetings
· to choose committees and working groups
· to have a list of members
· to name and separate FiMu’s working personnels
· take care of FiMu’s economy and property
· to look after the economy- and budget plannings as well as yearly reports and elaboration of balance of accounts
· to confirm FiMu’s regulations and instructions
· to look after applications for important competitions
· to decide on disciplinary actions agains member associations and their members
· to decide on award of medals of merit and introduction of other honorary- and medals of merit
· to take care of other FiMu’s activities directed to the promotion of it’s aim
13§ CHANGING OF REGULATIONS
Changing of the above regulations will be decided at annual meeting with at least three-fourth majority of the casted votes. Changing of the regulation must be mentioned in the invitation for the meeting. The register of associations will be informed about the changing of the regulations.
14§ DISSOLUTION OF FiMu
Dissolution of FiMu will be decided at the annual meeting with at least three-fourth majority of the casted votes. Dissolution of FiMu must be mentioned in the invitation for the meeting. After the dissolution of FiMu, all it’s property can be sent to somewhere for the promotion of FiMu’s ideas in accordance with the decision of the meeting. The register of associations will be informed about the dissolution of FiMu.
